Origin Story

A Historic Trade Mission.
A 40-Year Partnership.
One Clear Purpose.

In January 2026, a delegation of Idaho educators, industry leaders, and workforce development professionals traveled to Taiwan on a trade mission organized by the Idaho Department of Commerce and the Idaho–Asia Trade Office.

Timed to mark the 40th anniversary of the Idaho–Taiwan Sister State relationship established in 1984, the mission carried three focused priorities: understanding Taiwan's semiconductor workforce training systems, evaluating science park feasibility in Idaho, and identifying pathways for Taiwanese entrepreneurs to establish a U.S. business presence.

What emerged was more than a trade visit. It became the foundation for Idaho MERITS — a structured, multi-institutional alliance built to close Idaho's 6.3:1 technology job-to-graduate gap and position the state as a premier global partner for semiconductor talent development.

"A 6.3:1 ratio of tech job openings to graduates — Idaho cannot close that gap alone. MERITS is the alliance that changes that equation."

A New Chapter.

The January 2026 trade mission produced four concrete priorities now anchoring the MERITS–Taiwan partnership agenda.

01
Semiconductor Workforce Training Systems Study Taiwan's world-class semiconductor education infrastructure and adapt proven models for Idaho's community college and university pipeline.
02
Idaho Science Park Feasibility Evaluate conditions for establishing Taiwan-style science and innovation parks in Idaho, anchored by semiconductor and clean energy sectors.
03
Taiwanese Business Entry into the U.S. Identify pathways for Taiwanese entrepreneurs and manufacturers to establish operations in Idaho — leveraging the Sister State relationship.
04
Talent Exchange Programs Create structured student and professional exchanges between Idaho's higher education system and Taiwan's leading semiconductor research institutions.
